Abstract
县域治理在推进国家治理体系和治理能力现代化的进程中占据关键地位，承担了接受中央指令并根据县域现实际情况转化践行的重要使命，是衡量国家治理能力强弱的重要组成部分。当前，随着我国经济社会的持续发展和信息化进程的不断加快，县域政府治理面临着复杂多变的外部环境冲击与内部治理发展不充分不完善的双重挑战。如何通过数字化手段提升我国县域政府治理能力，增强其应对不确定性和复杂性的适应能力，已成为实现县域高质量发展的重要议题。数字化赋能作为新一轮技术革命的重要驱动力，能够通过优化资源配置、提升治理效率、强化公众参与等方式，为县域政府治理能力现代化提供全新的解决方案。
本文立足于国家治理能力现代化的战略背景，首先回顾了数字化赋能与政府治理能力相关的研究进展，明确研究内容和创新点。在理论基础方面，结合数字化转型理论、适应性治理理论和公共治理理论，构建数字化赋能县域政府治理能力的作用机理框架。接着，在数据来源受限、统计指标不一致的影响下，充分考虑不同县域在数字化发展水平和治理能力上的差异性，以及数据的公开程度和系统性，参考相关文献，最终选取我国10个县域地区2012-2022年的面板数据为样本，在既有理论模型的基础上构建数字化发展和县域政府治理的综合指标体系，并使用熵权法计算综合得分。在实证分析中，采用双向固定效应模型研究数字化赋能对县域政府治理能力的直接影响，并运用中介效应模型分析财政收入在数字化赋能县域政府治理中发挥的作用，进一步检验数字化赋能影响效应的异质性。
研究发现：（1）2012-2022年间，研究县区数字化发展程度和政府治理能力差异显著，部分地区呈波动下降趋势；（2）数字化发展显著提升了县域政府治理能力，在经过一系列检验后结果依然稳健；（3）进一步探究数字化发展对县域政府治理能力的作用机制和影响路径，发现财政收入水平发挥了显著的桥梁作用；（4）数字化赋能对县域政府治理能力的提升效应存在明显的时间异质性，受国家“数字政府”建设的战略性规划提出和相关政策实施的影响，数字化发展对县域政府治理能力的促进作用得到显著加强。
最后，本文探讨了研究发现的政策启示，提出了完善数字基础设施、加强数字技能培训、提升县域政府治理能力等的对策建议，为进一步实现县域治理体系与治理能力现代化创新理论提供参考以及可行性实践指导。
County governance is an important part of promoting the modernization of the national governance system and governance capacity, taking on and playing an important responsibility, and is an important part of the national governance capacity. At present, with the continuous development of China's economy and society and the continuous acceleration of the information process, county government governance is facing the dual challenges of complex and changeable external environment impact and internal governance needs. How to improve the governance capacity of our county government through digital means and enhance its adaptability to deal with uncertainty and complexity has become an important issue to achieve high-quality development of county government. As an important driving force for a new round of technological revolution, digital empowerment can provide a new path and solution for county government governance by optimizing resource allocation, improving governance efficiency, and strengthening public participation.
Based on the strategic background of modern governance capability enhancement, this paper first reviews the research progress related to digital empowerment and government governance capability, and clarifies the research content and innovation points. Subsequently, under the constraints of limited data sources and inconsistent statistical indicators, this study comprehensively accounts for variations in digital development levels and governance capacities across different county-level regions, as well as disparities in data accessibility and systematicity. Drawing on relevant literature, we ultimately selected panel data from 10 Chinese county-level regions between 2012 and 2022 as the sample. Building upon existing theoretical models, we constructed a composite indicator system for digital development and county-level government governance, with comprehensive scores calculated using the entropy weight method.In the empirical analysis, the bidirectional fixed-effect model is used to study the direct impact of digital empowerment on the governance ability of county governments, the mediating effect model is used to analyze the mediating effect of digital infrastructure construction and digital skill level in this process, and the heterogeneity of the impact effect of digital empowerment is further discussed from the two dimensions of region and time.
The findings are as follows: (1) From 2012 to 2022, there are significant differences in the degree of digital development and government governance capacity in the study counties, and some regions show a downward trend; (2) Digital development has significantly improved the governance capacity of county governments, and the results are still robust after a series of tests; (3) Further explore the mechanism and influence path of digital development on the governance capacity of county governments, and find that the level of fiscal revenue plays a significant role as a bridge; (4) The enhancement effect of digital empowerment on the governance capacity of county governments is obviously and time heterogeneous. With the proposed strategic planning of national "digital government" construction and the implementation of relevant policies, the influence of digital development on the governance capacity of county governments has been significantly strengthened.
Finally, according to the research conclusions, this paper puts forward countermeasures and suggestions to improve digital infrastructure, strengthen digital skills training, and enhance the governance capacity of county governments, so as to provide theoretical support and practical guidance for realizing the modernization of county governance system and governance capacity.
