Abstract
本文试图从非正式政治权力结构的角度为中国区域经济增长差异问题提供一个新的解释思路。各地区解放前不同的革命传统塑造了地方政权内部的非正式政治权力结构，而非正式权力结构进一步影响了地方干部的行为动机，这导致了20世纪80年代前各地区在经济政策取向上的差异，最终影响了各地区的长期经济发展绩效。本文的实证研究发现，江浙两省内部的县域经济差距显著地受到了革命传统以及解放后地方非正式权力结构的影响。由于省级政治精英来源结构及其与地方干部非正式政治关系的差异，解放前浙江省地方革命力量强的地区经济增长相对较快，而江苏省此类地区的经济增长则相对较慢。
This paper tries to provide a new thinking for explaining the regional economic development gap in China from a perspective of informal political power structure. Different revolutionary traditions before liberation shapes the informal political power structure in different local authorities and the informal power structure further influences the behavior motive of local cadres, which leads to their different economic policy orientations before 1980s and eventually affects their long-term economic development performance. The empirical research in this paper finds that the gap between county economies within Jiangsu Province and Zhejiang Province are significantly affected by the revolutionary tradition and informal political power structure of local authorities after liberation. Because of the structure of provincial political elites and the differences of informal political relation between them and local cadres, the areas with powerful local revolutionary forces before liberation in Zhejiang Province achieve a rapid economic growth, while in Jiangsu Province the economic growth of this kind of areas is relatively slow.
