Abstract
日前看到有意見指香港的土地供應問題其實是「偽命題」，因為香港政府本身的行政程序和政策缺失，正是土地短缺現象的重要原因，因此只講供和求、不講規則和秩序、不考慮其他經濟條件，是個過分簡化的Demand-supply Model。
