Abstract

The chief executive's eighth policy address is probably the most cautious one to date. This is because Tung Chee-hwa has learned painfully that his earlier visions and ambitions have all failed to materialise, and have only eroded the government's credibility. Now, it appears that he has swung to the other end of the scale.

With only 21/2 years left, Mr Tung is not going to bring in any major initiatives. Indeed, he seems content to merely do the government housekeeping. Mr Tung had been overconfident in 1997, and now he seems to have lost all confidence. He openly admitted his limitations and mistakes, and is wary of making more blunders.
