Abstract
The health-care-reform consultation document is a disappointment. It has got the right facts, but it falls short of making a viable proposal to deal with the problems that it has highlighted. The document attributes the rapid rise of health care expenditure to: a rapidly ageing population; an increasing incidence of lifestyle-related diseases; advances in medical technology; higher public and consumer expectation; and medical inflation.
