Abstract

经济体制转轨期间,由于单纯地依靠国家的资金资助与供给不能满足高等教育不断增长的需求,中国政府已寻求于市场和私人部门以及其他一些非国有部门,让它们进入高等教育领域,从而使得教育服务更加多样化。这导致了中国的高等教育领域,国家资金投入的减少和个人付费的增多;教育提供者的激增与私人、民办及国外部门的不断进入等。但是,高等教育领域中的这种私有化和市场化导致向学生过度收费与教育的经济负担增加,教育质量下降,城乡居民接受高等教育机会的分配不均等现象。这进而对城乡分割和社会凝聚力产生了负面影响。

In transitional China, the higher education system which was solely financed and delivered by the state can’t meet the increasing demand of higher education. So, Chinese government has introduced the private sector and non-state-owned sector into the higher education, which resulted in the diversity of higher education services. These marketization and privatization reform of higher education has led to the decreasing of governmental financial investment in higher education, the increasing of users’ paying, the dramatically growing of higher education services providers and the enlarging of private and foreign sector’s participation. Meanwhile, it has also resulted in the increasing financial burden for the students, the degrading education performance, and the inequality of higher education chances between rural and urban residents, which has a negative impact on the urban-rural segmentation and social solidarity.
