Abstract

Since nuclear reprocessing involves separating and processing spent nuclear fuel, including potentially weapon-grade fuel, the Obama administration insisted on putting in place an inspection regime to prevent New Delhi from diverting US-supplied nuclear fuel to its military programme. 21 Although Russian President Dmitry Medvedev during his December 2010 visit to India stated that while New Delhi's signing the CSC did not allay all his concerns, his government would, nevertheless, continue to supply nuclear reactors and fuel to India. [...] in keeping with the earlier agreement signed between Prime Ministers Putin and Singh (in March 2010), Russia is committed to the construction of sixteen nuclear reactors in India.
