Abstract

The devotion of the Hong Kong Government to expanding tertiary education is an undeniable fact. The Government projects that there will be a general upgrading of the manpower requirements in favour of high-skill workers. As a result, the Government will invest HK$18,000 million in the academic years from 1992-93 to 1994-95 to cope with the projected shortfall of university graduates. By 1994-95, there will be about 15,000 first degree places, triple the number in 1987-88.
