Abstract

Has income inequality in Hong Kong risen or declined? The author wonders if income inequality has come down because of Hong Kong's rapid economic growth which enabled the government to invest heavily in education and public housing. His economic analysis concludes ironically otherwise: Income inequality has risen substantially despite the well-intended education and housing policies. Types and degrees of income gaps in Hong Kong (1976-1991) are documented and some suggestions are made.
